This is a DC Jack to Alligator Connector pin which can turn any battery pack into a power supply. A high quality moulded 0.02mm DC barrel plug is brought out to red (centre positive) & black (ring negative) alligator clips. so with this adapter, you can easy clip and connect packs and wires to a power jack.
